He is skilled at selecting and building end-to-end supply chain, logistics, warehousing, distribution, document, teaming, collaboration and information systems. He has been a strategist and project management advisor to business owners and C-suite executives.
Colin opened the San Diego technology practice for a national 500 partner, C-level IT and Financial Services consulting group and then established a closely held, Southwest regional professional services organization providing strategic services to organizations in transition. His practices provided more than 20 years of Information Technology strategy leadership and tactical management while developing, building, and deploying manufacturing, engineering, and accounting information and data systems. As CIO for a multi-location home health care agency, international training consultant to the Government of Egypt, and a broad range of non-profit and for-profit clients in the wireless, logistics, retail, food service, and insurance industries, he has proved himself capable of servicing diverse clientele, industries, and cultures.
Formerly a graduate university faculty member and teacher-educator, public school principal, and private school headmaster, Colin assisted two committed San Diego educators to found Coleman Tech Charter High School – now completing its sixth year of successful operation. He has held Director-level leadership positions for two non-profit institutions and has Board-level involvement with public Charter Schools, private universities, and County Government. He has also completed more than 15 years of relevant projects including international training and training development, production and distribution of video training materials, curriculum development at the K-12, post-secondary, and industrial levels. He has led training assignments under contract with USAID, IBM Corporation, U.S. Departments of Transportation, Health and Human Services, the United States Navy, and a number of state and public agencies.

He has directed internal company operations, data processing center, software development, and strategic planning. His technology specialty is a Web and Windows .Net based implementation providing a highly evolved and unique collaborative workflow and proactive business process methodology.
Ray was the executive responsible for Kaiser Permante’s Lotus Notes centric Messaging and Collaboration Department supporting over 150,000 users. Duties included Planning, Operations, Support, Help Desk, and Development for all multi-platform systems involving messaging, conferencing, and team collaboration services.
As Vice President and CIO he was responsible for the company-wide IT organization comprising project managers, software developers, data center technicians, and corporate and franchise network support teams. He formulated a 5 year IT strategic plan aligned with business objectives, developed and managed a budget of $30 million spent over 2 years and spearheaded the development and deployment of technology enabled business initiatives integral to a 5 year growth strategy.
